Help!! I don't know what else to do!?

My 4 year old refuses to wear socks and shoes. He wants to wear flip flops or crocks all the time. Now that it is getting cold I am trying to make him, but I am having HELL! I have bought the seamless socks, taken away toys, put him in time out, ed him, yelled at him, sit and talked to him, NOTHING! Its a battle every morning before school and both of us end up in tears! What can I do?
