Why is meiosis described as a process of reduction division?

Because there is a division process of the cell occurring (just like in mitosis) but there is also a reduction in the number of chromosomes. In meiosis you go from a diploid number to haploid number of chromosomes. Whereas with mitosis there is not change in sets of chromosomes, it always stays diploid
